I believe the OP WANTS to replace the gas valve and waste their money in the process without bothering to really trouble shoot.
Granted, there is a small possible window the valve is suspect but it is the most expensive part to start changing.
Perhaps the OP should simply buy a new water heater.. The pilot ones are only $329 and it would fix the problem without having to think the problem through one step at a time..
