I'm done.
I believe the OP WANTS to replace the gas valve and waste their money in the process without bothering to really trouble shoot.
Granted, there is a small possible window the valve is suspect but it is the most expensive part to start changing.
Perhaps the OP should simply buy a new water heater.. The pilot ones are only $329 and it would fix the problem without having to think the problem through one step at a time..
@ Gdetrailer ... Thank you for all your input ... I am the OP ... and I DO NOT WANT to waste $$$ and replace the valve if I don't have to ... There are really only two components to this simple unit (the valve body & pilot / thermocouple assembly) ... I did all that one can troubleshooting "really" trouble shooting and did go through the process ... no spiders ... cleaned pilot tube, tested thermocouple ... w/o load tested fine ... but as one user indicated under load it might not work ... so replaced thermocouple with one from HomeDepot ... geez ... same result then it now must be the VALVE ... Hmmm $300 here ... $73 US 30 min drive ... so really at that point all components tested last one to be replaced must be it ... also ... propane pressure tested and worked as expected ... so why waste $329 on a new tank .... and my time to replace it ... hopefully when I pick up the part ... i'll be DONE too.
