This was my first time ever in California and I found that strange. I stuck with my cruising speed and had no issues.
Try Oregon there it is 65 max on any highway some highways it is less.
You did not tell us what your cruising speed was.
If you are in California on a Sunday morning when traffic is light I suggest you stay within the speed limit.
During heavy traffic you are most likely safe.
