Opie431 may have the easiest way out. Being he's a BIL could your wife help? What were the past accommodations? If you are hesitant about restricting him, think about the consequences if the floor under the toilet gives out. That could be nasty. Anyway, it's probably something you need to do only one time and if he's a good guy he should understand. Most folks wouldn't think about the structure under a nearly 400# weight.
