I weigh 158lbs and can feel the floor sag on my trailer.. but it is a trail cruiser by R-Vision, so it sags when a fly lands on it.
I would have an honest discussion with your BIL. If you let him use it and it does break, the conversation will be much more difficult.
Steps, bed, floor, toilet, and shower would be my biggest concern, particularly on a ultra-light trailer.
