Who can you call to come look at it?

At this point wouldn't you think it would make good sense to have an A/C repair professional come and look at it? Or you you could shotgun more parts at it that don't fix anything. You've probably already spent more on unnecessary parts than a service call would cost and you aren't any farther ahead..

Put a multi meter to the dual run capacitor. In ohms the fan side read 33 and the compressor side only 4. Does this mean anything?

This sucks.....

It's done using a volt meter starting at the common(black) lead on the top of the compressor. The voltage is measured to ground or actually, anything metal on the unit. If you're not familiar with electrical troubleshooting, it's best to have a tech do it. My point was, systematic troubleshooting works a lot batter than throwing parts at it based on a recommendation from someone who may not know as much as you do about it. A lot of stuff gets parroted here just for the sake of a post.

How do I do that?

Just throwing parts at one and not really knowing what you are looking for usually doesn't give the desired results. The first step is to see if the run voltage is even getting to the compressor. Unfortunately, a lot of people on here think that a capacitor is the magic cure-all... It's not.

Well... new start capacitor arrived today... installed to the run capacitor... turned her on... and nada nothing zilch... guess she is a goner
