I wouldn't see no IBC as a deal beaker for the above mentioned reasons, but could be a nice bargaining chip on your deal.
Adding a quality brake controller is literally a 30min project not including going to the parts store and purchasing it. Every new pickup for years now has come with a plug n play harness for hooking up a brake controller. Splice the 4 wires from the controller to the harness and plug it in under the dash. Done!
I'm not certain though that trucks that have an IBC have this option. May be worth confirming this if you think you'll have to add on in place of a factory installed IBC.
