Sounds like there is an open circuit from the truck harness to the battery. The 14 volts with the truck running sounds good up to the point you measured. The 12.3 to 12.4 is most likely just the camper battery voltage with the batteries NOT making a connection to the truck harness.
Follow the wiring and you should be able to find the problem, (blown fuse, bad circuit breaker, broken wire, loose connection,etc,).
