Yes and no. My truck 30 amp charging wire will operate camper jacks, while 120V converter will not.
But if dead batteries are still connected to the camper, they will take the charging power and even if they don't trip the fuse, the camper voltage will be low.
Coming to the voltage on camper panel - beside bad cable connectors that will drop the voltage, I noticed that my panel gauge has pretty big error. I have one with numeric display and it will show 0.2 - 0.3v higher.
