You have missed the point. The size of the photo width has nothing to do about storage, it has to do with the ability to read and view the screen.

The point I was wanting to make and screwed it up was it is all in the SOFTWARE.
The engine behind the forum could easily take care of the presentation. The company I work for uses Yammer. Yammer handles the picture presentation no matter what size I upload.
It looks like they are Coldfusion. No idea what the forum software is.
They have limited control of the size of the pics because they don't host them. In fact your browser downloads the entire huge picture but the width tag tells the browser to resize it.
It seems they could very easily just add the width tag to their img tags though. I am a developer and a change like that would take about 30 seconds.
