When you "fill up", could there be air trapped sometimes at the top of the tank, keeping from getting a full fill up?
When I find cheaper fuel than the area I'm heading into, or are trying a long stretch with only high fuel till near my trucks full range, I rock my truck (2009 cummins 1 ton), using a foot on the frame mount tie down and pulling on the front jack mount to rock the truck. It "burps" the tank some to fit in more fuel.
Tail slightly low, driver's side slightly high.... I get less "burp"
Angle of the fill pad might have something to do with it??
