You can't have ethanol in diesel, but all states add biodiesel to fuels.
Bio has like 10-15% less BTU so you will see the difference.
Some states like Michigan, Illinois go as high as 20% bio, what not only drops mpg, but create mechanical problems on cdi diesels, who allow 5% bio.
As I said-fill up in central states before reaching CA refinery fuels. Other than that you will not have a chance to determinate where is better fuel.
Sometimes checking for G-diesel will succeed.
The problem is age-old, I heard from older fishermen that they could tell where the diesel come from by the sound boat engine would produce.
Digital diesels can compensate for different fuel quality and having higher output you might not notice other difference than mpg, but older, low HP diesels would "tell you" worse fuel right away.
