Sounds like the fan is working like it should , I would check for restricted airflow thru the cooling stack ( condenser, radiator , trans cooler and possibly power steering cooler ) when towing you are building extra heat that the ECM is detecting and calling for the fan to engage, check for scale buildup in the cooling system causing less heat transfer, a transmission running hotter than normal can add extra heat to the cooling system also
