Several years ago I bought an 88 Northstar off Ebay from South Dakota. The camper had never been titled but yes, Idaho requires one. The DMV gave me the info to contact the State Inspector.
I took the camper to him here in Boise along with the Bill of Sale. He put a VIN sticker on the camper and said it would be temporary for 2 years. If the camper never came up stolen it would convert to permanent.
Never was a problem after that.
I would not try to fool anyone with a "made up" VIN plate!!!
