Update: I contacted the DMV investigator. He came by and looked at my camper while I was at school and since he was able to read 8 of the digits and follow the chain of ownership through the RV registration, he was able to install a new VIN plate with the original VIN. Problem solved!
I spoke too soon. The problem is not solved. I looked at the plate that the inspector put on and the. VIN is incorrect on the tag. It doesn't match the original VIN nor does it match the paperwork he gave me. I put in a call, we'll find out what happens tomorrow.
