Make sure you have the lock slid back away from the ball. Also like others have said, move forward slightly to release the ball from the back half of the hitch lock. It relieves the tension. Do that after you chock the wheels of the trailer and before you start using the jack. Hope it works out for you, I had the same issue and it went away.
