Depends on what you mean by "semi" because that describes a trailer, and what pulls it is a "tractor." A lot of RVers use class 6 and class 7 tractors to tow rigs on the 20,000 to 30,000 pound range. That's a long way from a class 8 tractor rated for 80,000 to 140,000 pounds, getting 2-3 MPG, which is what you might be seeing as cheap, used.
My cousin uses a claas 6 tractor to move his fiver back and forth between Michigan and Florida every year. It carries five or six people when he needs it to, uses the space between the cab and hitch to carry his winter collection of motorcycles (2 or 3) enroute, rather than having a toter cabin back there. Thats not at all the tractor you might use to haul a 140,000 pound double bottom across the Rockies.
