The water heater seems to work with this latter switch in the off position, It is marked off and on. The up position is on...
Your water heater has two methods of heating water...electric and gas. The "toggle" switch you asked about turns on the electric watwer heater element. The black switch with the red light turns on the gas. If the red light turns on, then the burner failed to light. Turn it off wait and the turn back on. You can use either or both to heat your water.
