Your water heater has two methods of heating water...electric and gas. The "toggle" switch you asked about turns on the electric watwer heater element. The black switch with the red light turns on the gas. If the red light turns on, then the burner failed to light. Turn it off wait and the turn back on. You can use either or both to heat your water.
To use the electric my WH has an on/off switch on the outside also (along with that one on the inside), that has a pin in it to make sure it isn't switched by mistake. Just take off the outside panel and look around.
