Arctic packages are one of those things that you ask 3 people, and get four different answers. The ONLY company I know of which has true (as in validated by people here and other places) four season packages is Arctic Fox/Northwood. They even offer inbuilt generators, but only in some floorplans like the 25R. A lot of brands might stuff some coroplast underneath, perhaps aim a heater duct in the direction of tanks, and call it "4 seasons" or "arctic package".
An alternative would be to have a custom built travel trailer made. Pace America used to do this, where one could spec almost exactly what tanks were wanted, floor plan, slide-outs, etc. Done this way, one could have it ordered with additional or better R-value insulation, double-pane (or even triple-pane) windows, all water pipes wrapped in heating tape, all tanks not just heated with tank heaters, but ducting directed on them, and so on.
