If you haven't done so, a call to Starcraft customer service may clear up what is/isn't offered in the various packages. I've called them and they were very helpful folks.
You may not figure out the discrepancy between the two RV salespeople's opinion on Arctic packages. There is more going on then just pricing of packages and efficacy of the upgrade.
IMO, all RV's should have thermal graded windows. The benefits are outstanding and price of construction differences are not that disparate. You seem to have some practical skills so insulating the underbelly and adding in your own Winter package is probably a good idea. You will get a better, more tailored, result than anything you can buy.
