It just boils down to registration fees and restrictions in certain areas on "commercial" vehicles. Logically if Ram says it's okay to put 3300 lbs or whatever on the rear axle of a 6.4 Hemi it makes no sense whatsoever that it wouldn't also be safe to load the same amount of weight on the rear axle of a CTD model - it has the same axle and suspension. And if you did so you would still be within the RAWR.
I checked my own state and it defines a commercial vehicle in a variety of ways, but one of them is a GVWR above 10,000 lbs or a GCVWR above 27,000 lbs. I would expect the definition is similar in most states. Once your vehicle qualifies as commercial, you go into a different (higher) registration rate structure.
