Bizarre, how? It's not like you can just round up some stray dogs, feed them a hearty diet of copper, gold, and sand, and have them start crapping out microchips in a week. That kind of production takes YEARS to ramp up, from building the facility, to getting the equipment, to training the workforce, to working out the logistics.
You would be aghast at what companies "cheap out" on just to save a few dollars. Redundancy is one of them. They pound their chests about how they're all about redundancy and business continuance until the estimate comes in for how much it's going to cost... Then it becomes not so important.
