For those of us who are amateur radio operators, we can be tracked because we WANT to be tracked. With a mobile amateur radio transmitter and a GPS along with some other hardware and software, we can send our location to a web server and those who want to know our whereabouts on the road only have to go to the web address of the server and enter our call sign. Our location will show up on a map. Great stuff for the adult children to keep track of us when we travel. If we turn it off, no tracking, as there is NO factory installed GPS or radio transmitter in any of our vehicles. No factory radio either, as we get better equipment in the aftermarket.
Since I am not running around on my spouse or robbing banks, personally I could care less if Uncle Sam or his minions know where I am.
