Asbestos is not banned in habitation areas.
If you have dust everywhere, and it is asbestos containing, you are not going to be able to clean it yourself. Whatever you do, do NOT use a household vacuum cleaner to vacuum it up. You will only spread the fibers even further. It will require a HEPA vacuum and wet wipe with an aggressive air sample afterwards. And no, household vacuums advertised as HEPA do not qualify.
Look in the yellow pages to find a certified lab. Put a sample in a zip lock bag and take it in to the lab. Cost should be less than $10.00 for one sample. More if you request a 24 hour turn around.
Personally, I think the odds are against your ceiling panels being positive. But, you will not know until you have a lab test performed.
