- That means that your 4 tires are capable of carrying 15k lbs regardless of your truck or trailer.

- Is that the GCWR? The tow guide for 5th wheels is easy to understand, study it.

- Payload rating is how much junk you can haul which includes king pin weight, people, cargo, etc, not how much trailer you can tow.
Use google or bing to look up definitions for the words you are using. Study the tow guide to figure out how to use it.
