It appears that there is wood board behind the fiberglass coating. One can see that this was pulled out because of screw failure as the fiberglass is splintered slightly outward. I purchased some fiberglass resin that I will be filling the hole with and tap the exterior flat again. After the fiberglass dries I will drill a small pilot hole and using Lexel as a gasket and around the fitting make it water tight. I might use lock tight on the tread if it is compatible with the resin. I tried to get a slightly larger diameter screw, but the plate won't accommodate it. I will wait until after this stormy weather passes. For now I have the holes covered with Gorilla Tape to keep them waterproof. Will advise how things work out.
