That's, by law, the max of the total vehicle weight with ALL the load init. No exceptions.

So if you go to a weigh scale and weigh your front the rear axles and add the two you will find the actual GVW. If you were pulled over by a trooper and told to get weighed he would compare the GVW on the door to the weight from the scale as driven. If it over he can take you off the road. I doubt that this is going to happen to you, but that is the law. ...
It is true in some parts of Canada, as I understand.
