I don't think you can say whether or not the vehicle is roadworthy based on what a sticker says. I think you'd have a hard time holding people to a sticker that most people don't even understand.
At last count, there there are lots who say insurance won't pay, but fail to provide any evidence. The most important thing about the wreck is whether or not you are at fault or not.
With the low GVWR and some large people out there, I'm pretty sure even passenger cars are overloaded at times. That being said, I'm under with my TC/truck ... now. :)
