Yes, out here in the Western States it is legal in many states, and is not at all uncommon!
I,too, recommend that you look at the tongue weight of the TT when the second trailer is connected (it should be 10 to 15% of the TT GVW), and verify that the tongue weight of the second trailer is at least 10 to 15% of the trailer GVW.
Here in Montana your overall length should not exceed 75 feet for such a combination, and the tow vehicle must have a manufacturers rated capacity of more than 2000 lbs (MCA 61-10-104)
