What happens when someone forgets to push those butt connectors together or if they oxidise and no longer offer a good connection? 
When you connect to your trailer and drive away, you have no emergency braking system since the (-) phase has been interrupted.
Is there a law that requires a battery at all?  Ive got to say that if the hitch and safety chains both fail it is doubtful that those brakes will have much affect on the mess that will insue.
