BD exhaust speed brake

I was wondering if there is anybody using BD exhaust speed brake on a 08 Duramax.I know that the speed brake has a three position switch. when you select a position the exhaust brake is activated. Will the torque converter be locked also can you maintain a set speed if you use cruise control going down a steep grade.
