I had a similar problem and changed out my brake pads only to find I still had the same problem.
I upgraded my brake controller to a Teknonsha prodigy 3 controller and it was much more efficient at providing the proper reliable braking ratio between the trailer and truck. My previous controller was a cheapy and just did not consistently distribute the correct signaling to the trailer allowing the truck to do most of the braking in most situations.
Just something to consider if you currently have a low budget controller.
