That makes no sense. How many states have you seen that issue registration stickers for both plates? Maybe back in the olden days when the DMV sent you new plates every year with the year stamped or printed on the plate.
Don't know how many but NH does .
As does Oregon, but we also have camper plates so there's no ambiguity.
