I don’t think it means what you think it means. For instance, what if a vehicle is pulling a trailer? What if a motorhome is pulling a toad? What if a tractor is pulling a trailer? What if you have bikes on your bumper or other hitch haul?
In other words, there are clearly going to be exceptions that are allowed. Also, as I previously noted, MT DMV said that’s what the front plate is for when I asked what do about my almost covered rear plate.
