I also got a bill in another one of those combination lanes on I-405 in Washington even though there were 4 of us in the car. So no more combination toll/HOV lanes for me, you just can't trust those darn cameras.
No trust needed. If you know how the lanes work. 405ETL lanes require a flex pass set to HOV to not get a toll, even if you have 2 or 3 + people in the car.
I'll admit though, WSDOT is a confusing organization, most of my work is for WSDOT. But tolling, with only 4 differnet toll roads or bridges, each has different rules.
