I don’t think it means what you think it means. For instance, what if a vehicle is pulling a trailer? What if a motorhome is pulling a toad? What if a tractor is pulling a trailer? What if you have bikes on your bumper or other hitch haul?
In other words, there are clearly going to be exceptions that are allowed. Also, as I previously noted, MT DMV said that’s what the front plate is for when I asked what do about my almost covered rear plate.
I could have probably phrased my post better. Let me rephrase:
What constitutes legal placement of a license plate in MT or TN, may not be legal in another state. Common sense says there's only one universally accepted way to place your license plate that's 100% legal in all 50 states:
on the rear of the vehicle in a location where it's clearly legible. As for your comment about a TV with a trailer, motorhomes with toads, trucks with in-bed campers, bikes on a rear hitch, etc. well, I believe the same basic common sense approach applies. If you can't clearly see a license plate when viewing your entire rig from the rear your odds of getting pulled over are higher.
