you might need to get your terminology straight -- a "SHORT" usually means a blown fuse and then no current flow. An "OPEN" would be indicated by no current flow. so, a "short" will usually quickly cause an "open". if the problem seems to be intermittent, then a fuse is not blown so you are probably dealing with an intermittent open.
