If that's right, a side cutting bit on a Dremel would fix it in a jiffy. Don't let the cutout piece fall into the tank, it might eventually block the drain.
What you are seeing in the pictures is the BOTTOM of the tank. Cut that and you have nothing. The tank has a shelf like a truck camper cabover with the exit valve underneath. Someone decided it was a good idea to install the toilet directly above so it drops onto this shelf.

I hope you have documentation of all this. Looks like you have photos. Make a chronological log of all the issues, emails, responses, pictures, etc. Make copies, and put together 2 separate binders. One for a hard-nosed attorney, one for yourself.
Sue them for every penny you paid, anything you have spent, and any expense you had taking it to/from the dealer, plus any punitive damages you can get. This is completely inexcusable. - azrvingExplorerSo there is also no support under the tank so it's going to form a sagging belly when full. Next thing you know it will be cracking the drain fitting where it goes through the frame work. Sorry to hear of all the heck you are going through. I have told DW several times that if we had bought a $40,000 new one and had a ton of trouble I wouldn't be able to handle the stress of it all. Hope it works out for you.

Sorry to poke fun but that is just a bad situation. Really hope things turn around and it gets resolved to your satisfaction without too much more trouble. I do not feel you are being unreasonable or unrealistic based upon what you've posted.
