Quality of the product is not the responsibility of the customer. Why didn't the manufacturing quality inspector find the problem before it left the factory. Why didn't the dealer find the problem before delivery to the customer?
You are correct. The OP says it is 'damage by design'. The design compounded with sloppy workmanship is the problem. That employee never bothered to see if the bumper was consistent with the design and in the correct place. Too bad for the end consumer. For most RV's the end result is the customer is the beta tester.
