Not necessarily. Small down payments will sometimes trigger the GAP insurance requirement. It covers the lender for the duration of the loan. In the event of a total loss, it reimburses the lender for the difference between the actual cash value of the unit and the balance owed on the loan. In the event of a total loss, it has nothing to do with the actual loan value at time of purchase.
