Whoever owned the trailer before it was damaged badly enough that their insurance company totaled it and paid them off, probably bought it back from the insurance company for scrap value, fixed it up some, and sold it to your cousin, with no title and just a bill of sale. That happens alot with vehicles and trailers.
Anyhow, I would not buy it at the price your cousin wants to sell it for.
She is going to have a hard time selling it to anyone else, unless she finds another dummy who's willing to take it with no title and a bill of sale, like she did. So she's passing her problem on to you, basically.
Unless you can get it for no more than about a quarter of whatever it's current condition retail value would be, I would not buy it at all.
