Update:
I showed up at Customs and waited in line for over an hour. Not too bad considering that there were 4 people in line in front of me and only 11 Customs agents to assist them.......
When I got to the counter I handed over the purchase docs and the agent looked them over and sent me back to sit and wait while he (finished his cookies) went out to inspect the truck. He came back and mumbled something I couldn't quite understand except I heard "EPA" amidst the mumbles. I asked him if he had seen the "Complies with US EPA regulations" sticker? He said no and I offered to show it to him. We went back out and popped the hood. I showed him the sticker. We went back in and he typed on his computer for a bit, printed a form, stamped it and sent me on my way.
Licensing was straight forward. I have my plates and expect my title in the mail shortly.
