Probably both. Revenue enhancement and Public Safety. If you were out of your lane on a turn, you could have hit another vehicle.

The $238 appears to be self explanatory.
You could have received a warning and the Officer would have done his job, protecting you and other motorists.
The State of California is now $238 richer. Unfortunately at your expense.
