The OP made no mention of having to pass any cyclists. Of course, that would change opinions - it most likely would not have resulted in being cited by the CHP either as long as it was done safely.

So what your saying here is the law is only the law as the CHP sees it? I have no idea what, how much or how many times the OP crossed the line but this logic doesn't work for me. It would appear the OP crossed the line safely if there was not an accident. It's sort of like a ticket I got in Oregon back when the speed limit was 55. It was 3:00 AM not a car on the road and I was doing 65 "safely". The officer had the discretion of citing me, warning me or not stopping me at all but apparently had nothing better to do. The Oregon State Police is sort of like the CHP in that if they stop you your getting a ticket.
