If you're speeding you're speeding. If you're moving in and out of your lane, you're moving in and out of your lane.
You do those things and you get a ticket, you have only one person to blame - yourself.
Yes, if the officer (and officer) sees that there are extenuating circumstances then they have the option of giving you a warning only. The warning IS the option - the ticket is the standard. If you don't have extenuating circumstances, then why wouldn't they ticket you.
As for your situation, you were exceeding the legal limit when there was no extenuating circumstances to do so. Of course the officer cited you - YOU WERE SPEEDING.
