I did ask why could we not pay for two and only using one was not acceptable. Both times the response was because it was the rules. No other explanation.
A very good reason would be the park's managing entity does not want to offer any opportunity for employees to accept payments that are "off the books". Management can easily check the computer to see what sites are occupied and then extrapolate how much money should be collected. Allowing more than one would open up the opportunity for "yes, no problem, $20 cash and you can park the other TC on the site" with no one the wiser. It is a form of inventory management.
