So, again, a phone call would have avoided the situation. My assumption has always been one per campsite. If I was in a situation to need two, I would most certainly call.

That isn't the NP website. That's a general statement from recreation.gov regarding ALL campgrounds in their system (NP, NF, COE, etc.) - basically they all vary and are decided by the LOCAL authority for that individual campground.
That's what I said. I said 'From the general rules page' and quoted exactly what the rule stated.
