So, again, a phone call would have avoided the situation. My assumption has always been one per campsite. If I was in a situation to need two, I would most certainly call.

That isn't the NP website. That's a general statement from recreation.gov regarding ALL campgrounds in their system (NP, NF, COE, etc.) - basically they all vary and are decided by the LOCAL authority for that individual campground.
That's what I said. I said 'From the general rules page' and quoted exactly what the rule stated.

Since it can't get much more local than the ranger or host telling them "not allowed here" I would say the situation the OP encountered was exactly within the rules as posted. And I would go further by saying that allowing more than one camping unit per site would not be a normal expectation, but rather an exception to common practice in the RV world. So while the OP may have been disappointed, I really don't think they should have been surprised by what occurred.
Actually, in my personal experience, only once have I been told "it's not allowed". I have had a friend join me at least a dozen times in the past couple years. So, from my experience it's the reverse of what you suggest.
The fact is, no one can really say if it will be OK or not here. In the end, it will depend upon the ranger/host in charge at the time. I've had hosts make their own definition for an entire season, only to show up the next year and be told "oh no, we've always allowed that" by the rangers.
