I think the reasonable definition would be if it's self contained, designed for living in and you are sleeping in it, it is an RV not a "vehicle"
What is "self-contained"? Does it have to have a bathroom? Dump tanks?
What is "designed for living in"? Is an Aztec (that hatchback with the tent attachment) designed for living in? Is a homemade van conversion designed for living in?
And what is "living in"? Is it something you can sleep in? Do you have to be able to cook inside it? Is a teardrop designed for "living in"?
Then there are the motorcycle tent trailers. They are just a small tent on a wheeled platform. Are those tents? RVs?
The problem with all this is that everyone has a different definition of what each of those qualifications mean. For some rigs, it's pretty easy (Class A, C, 5er, TT), but for van conversions, TCs, etc., it is not quite so easy because there is no standard definition.
In this case we are talking about 2 truck campers that are definitely RV's.This shouldn't be puzzling or confusing to anyone using common sense. It sounds like you have quite a bit of confusion regarding how NPS campground work so you may want to call ahead and explain your aztec or motorcycle set up and see what type of campsite you need to book. I'm sure given your situation that can help you reserve accordingly.
